One-command MCP for CHP Profile B spend and capital gates. Cursor, Claude Code, or any MCP client can call evaluate_spend_gate — budget caps, per-asset limits, HITL thresholds, and a signed audit hash — without vendoring protocol code. Engine digests match Profile B 30/30 golden vectors.
